
The role of response or relief agencies is critical in any disastrous scenario, be it in the form of earthquake, hurricane, flood, famine, war, air crash or terror attack. All these upheavals lead to the loss of human life and resources, sometimes minor while massive in certain situations. From a road-accident to a vast scale bomb blast, aid from individuals, private or government organization is required. As the calamities are often on a huge scale, these agencies mostly specialize in a specific relief activity to prove to be effective and efficient. The effectiveness of a relief organization depends on how well planned it is with regard to its strategic management.
The intelligence or response agencies of the US relentlessly appraise various terrorist threats. The foreign intelligence is responsible for keeping an eye on the terrorist attacks from within or outside the country. In this scenario, one of the most imperative challenges is as how to fight terrorism by formulating strong connection between terrorism, strategies and resources of the response agencies. The strategies until now have been based upon assumptions rather than authentic risks; the desired outcome is not visible consequently. The uncomplicated and swift access to information through internet has also mounted challenges for the response agencies. Information about various activities of states and government is easily accessible and shared in no time. This provides a bridge to the terrorist organizations and facilities their activities all as much as it helps these agencies. Moreover, the problem of monitoring the financial systems of these terrorist organizations is a big challenge in itself. Ensuring the liberty of masses and their security at the same time is yet another challenge faced by these organizations. We have been long hearing about the war on terror, but since 9/11 this has increased not reduced. Though many actions have been taken, numerous agencies established, yet the terrorist activities unstoppable. There are some crucial issues that these agencies or the US government have been unable to trace.
Although the US government has established a basic framework to deal with terrorism by formulating various response agencies and defining their roles, there is lack of focus and realistic approach to deal with this kind of whimsical menace. There is need of better coordination between these agencies. A realistic and profound strategy is required on the national level, which would be based on unbiased analysis of the root causes of terrorism.
